​​How does this relate to the Kīpahulu CBSFA?
Kīpahulu Moku was designated as a Community Based Subsistence Fishing Area (CBSFA) in March 2023. The Maui Hikina Huliāmahi initiative is comprised of East Maui fishers and community groups who have been doing makai management in their areas for years. Many of the MHH proposed regulations are inspired by and in alignment with Kīpahuluʻs CBSFA. Our goal is to kōkua all of East Maui!
What is the role of the Network with this Initiative?
Maui Hikina Huliāmahi is an initiative of East Maui fishers and residents focused on community-led planning for regional makai management across the four moku of East Maui. The Network serves as the umbrella for the regional council, as requested, working with East Maui community groups to plan and promote the Maui Hikina Huliāmahi process to establish consensus for marine resource management planning. The Network hopes to spur community conversations within/among different moku in Maui Nui for regional cohesion of marine resource management and contribute local community perspectives and solutions in understanding and navigating climate change adaptation in rapidly changing marine ecosystems.

Maui Hikina
​Draft Proposal

Maui Hikina Huliāmahi is an initiative of East Maui fishers and residents focused on community-led planning for regional makai (marine) management across the four moku of East Maui: Ko‘olau, Hāna, Kīpahulu, & Kaupō. The process began in 2019, when several East Maui communities expressed their commitment to work together to sustain their ahupua'a systems. They each participated in workshops following the Network's Mālama I Ke Kai Guide where they developed makai management plans for their own areas. The East Maui groups then invited the Maui Nui Makai Network to support their efforts to work together across the region.​

​In June of 2023, communities of all four moku met to agree on a regional plan grounded in traditional knowledge and sound science. This is a community-drafted proposal that is now being circulated for review and feedback from Ko‘olau to Kaupō. In July 2024, the hui met to finalize the management plan and decided to move forward with an East Maui Regional Community-Based Subsistence Fishing Area. Please take time to read through the draft proposal and proved any comments with the link above. ​Your input is critical to its success!

KUMU KĀNĀWAI: CODE OF CONDUCT

The Kumu Kanawai, or Code of Conduct are not rules, but rather informal fishing practices grounded in traditional subsistence ʻohana values and customs. We’d like to see everyone harvesting in Maui Hikina follow and respect these common sense pono fishing practices that maintain healthy, regenerative, and sustainable populations of nearshore resources.

PLACE-BASED PROTECTIONS

Five sites in Maui Hikina have been identified for additional management, on top of the proposed rules shared.

Additional management could address:
  1. Heavy use of area
  2. Protect traditional fishing rights
  3. Protect endangered honu ea nesting grounds
  4. Manage limu, ‘opihi, or other important species
  5. Promote traditional practices and ahupua‘a management
